About the Author:
Dr. Manuel Morales Lama, a career diplomat, an international counselor, as well as an academic, initiated in the Dominican Foreign Service more than 30 years ago. Dr. Morales Lama has been Ambassador of the Dominican Republic in Israel, Chipre, Venezuela, and Brazil. Ambassador Morales has served in permanent diplomatic missions in México, Costa Rica and Salvador and has performed consular functions on various occasions, and has represented the Dominican Republic in the International Congress and Conferences. Ambassador Morales has been an academic for more than 20 years, being Professor of International disciplines, at local as well as overseas universities. From 1990 to 1993 he held the position of Vice Rector of the Universidad Católica de Santo Domingo. From 1991 to 1998 he was the Dean of the Masters in Diplomatic Studies Program at the same university. He was also Coordinator of the International Trade and Diplomacy Postgraduate Program at the Pontificia Universidad Católica Madre y Maestra. For many years Ambassador Morales was advisor in international affairs to the Rector of Universidad Iberoamericana (UNIBE). The Instituto del Servicio Exterior Manuel María Peralta of the Ministerio de Relaciones Exteriores y Culto de Costa Rica, published the book, Temas de Relaciones Internacionales, a compilation of articles and academic works of Dr. Morales Lama. Also, the Instituto Pedro Gual de Altos Estudios Diplomaticos of the Ministerio de Relaciones Exteriores de Venezuela published in CD format a book containing selected articles and diplomatic works of Ambassador Morales. Ambassador Morales is member of the Instituto Hispano Luso Americano de Derecho Internacional (IHLADI), of which he was its global President between 2010 to 2012 (december). In 1999 he was admitted as an academic to the Academia Mexicana de Derecho Internacional. The Government of Venezuela awarded Ambassador Morales Lama the Condecoración Francisco de Miranda to in its First Class at the end of his diplomatic mission in that country. The Federal Republic of Brazil gave Ambassador Morales Lama the highest condecoration they give to foreign diplomats. Recently, Ambassador Morales was validated as a Career Ambassador by the Ministry of Public Administration and the Ministry of Foreign Affairs by a Presidential Decree
