Synopsis

The U.S. government is facing the dual challenge of building its own interagency capacity for conducting stability operations while simultaneously building partner capacity (BPC) for stability operations. This study finds that although BPC and stability operations are receiving a good deal of attention in official strategy and planning documents, insufficient attention is being paid to the details of an integrated strategy.

Jefferson P. Marquis (Ph.D., June 1997, The Ohio State University, US Military and Diplomatic History) is a research assistant, consultant and social scientist at RAND.

JENNIFER D.P. MORONEY is an Associate at Defense Forecasts Inc. (DFI) International in Washington, D.C., an Adjunct Professor at The George Washington University, and has been a NATO Research Fellow since 1999.

David Howell, is Associate Dean and Professor of economics and public policy at the Milano Graduate School of Management and Urban Policy, New School University (New York City). He also teaches in the Economics Department of the Graduate Faculty and is a Research Associate at the University's Center
for Economic Policy Analysis (CEPA). His recent published work has addressed wage inequality in the United States, unemployment across OECD countries and the labor market implications of immigration in U.S. cities.
