Mr. Gardner. Mr. Chairman, I want to make a very short state ment, and then I would like to present these witnesses, who are business men and master mariners and practical fishermen. I would like to ask them questions myself, I can in that way save a great deal of time. Then I would like to turn them over to you to cross - examine them. They do not want to make speeches. It takes up time. For that reason I would like to ask them a number of questions, myself, and then turn them over for cross - examination. If you have authority to administer oaths I would ask that they be put under oath.
