The Use of Force in Police Control of Violence: Incidents Resulting in Assaults on Officers (Criminal Justice: Recent Scholarship)
The use of force by police is rare and data difficult to measure; consequently, little research has been done. Stetser read police reports of 450 incidents resulting in assaults on Honolulu police officers in 1994, 1996, and 1998, analyzing them qualitatively and quantitatively with a dozen hypotheses. For example, pepper spray was usually effective, but when it was not effective officers were more likely to be injured than if they had not used it. Stetser aids the long-range development of realistic, grounded standards for the collection of data on the use of force, especially non-lethal force, by law enforcement agencies.

About the Author:
Merle Stetser is a Research Analyst with the Honolulu Police Department. With E. S. Stamper and E. Uemura she is the author of "Research on Early Identification of Problem Children and Prevention of Their Future Violence" in YOUTH VIOLENCE (1995).She earned her Ph.D. in 1999 at the University of Hawaii.
