The need for better management of cities and towns in the UK has been highlighted by competition from large out-of-town shopping centres, and by the contrast between the "high street" and in-town enclosed shopping centres. To this end, the Association of Town Centre Management (TCM) was founded at a conference in Reading in 1991. This guide explains the purpose behind TCM, i.e., the programme by which public authorities, private sector interests and voluntary organizations aim to improve the standard of facilities, environment, convenience and safety in town centres. TCM is an area of growing importance, and this guide intends to offer assistance to surveyors who may be requested to support a TCM scheme in an advisory, practical or representative capacity.
