It begins with the initiation of an idea for a weapon system and follows the process all the way through congressional authorization, appropriation, defense marketing, source selection, contracting, program manage-ment, and program control. It is not a book of theory about managing large development and production programs. Rather, it is about what actually happens from beginning to end in the development and production of major weapon systems sponsored by the federal government. The book deals with a multitude of problems extending well beyond the subject of acquiring weapons. These include problems of lack of congressional capability in dealing with multibillion dollar defense pro-grams; problems of civilian vs. military control of defense activities; and problems of lack of qualified personnel within the Defense Depart-ment. The observations in this volume will find application in situations outside the defense area. These areas include the National Aeronautics and Space Administration (NASA), the Atomic Energy Commission (AEC), the Federal Aviation Agency (FAA), and, increas-ingly, the Department of Health, Education, and Welfare (HEW), the Department of Transportation (DOT), and the Department of Housing and Urban Affairs (HUD). Officials within these departments and companies working for them will find the observations it this volume applicable to many of their contract and program management activities. Unlike research projects dealing with a specific functional area of business operations, this study is multidisciplinary, involving the fields of production, operations management, marketing, control, finance, and organizational behavior.
