On August 12, 1853 Isaac Stevens, head of the United States Pacific Railroad Survey, meets with White Man's Horse, chief of the party of Blackfeet Indians, near the Big Muddy River in North Dakota. White Man's Horse had returned from Flathead country and describes the route ahead to Stevens and his men. Stevens began to lay the groundwork for his other grand mission, a series of treaty councils with the tribes within his jurisdiction. One of his aims in conducting the treaty tour was to get the various tribes to convey their practical ownership rights to the federal government, which could create a public domain out of which, among other things, a railroad right of way could be created. The Blackfeet Indians, like chief White Man's Horse, did not domicile in Washington Territory, but they had frequent war-like encounters with tribes that did, including the Flathead Indians of the Bitterroot Valley of today's state of Montana.
