And that new political era, he makes clear in these pages, is one which will be conservative and increasingly Republican. "The long-range meaning of the political upheaval of 1968." says Kevin Phillips, rests on the Republican opportunity to fashion a majority among the 57 per cent of the American electorate which voted to eject the Democratic Party from national power." Documenting his thesis with facts never before published about voting trends throughout the nation, Phillips illustrates his key points with over 40 maps and over 140 charts. He writes that 'The upcoming cycle of American politics is likely to match a dominant Republican Party based in the Heartland, South and California against a minority Democratic Party based in the Northeast. Finding auspicious precedents for the new coalition, he notes that the Jeffersonian, Jacksonian, and New Deal eras all took shape in coalitions of Southern and interior states against the political interests of the Northeast. Among the trends likely to cement the emerging GOP majority, says Phillips. are the population movements from the large cities to the suburbs, and from the Northeast to the "Sun Belt" South and West. The author demonstrates how the Heartland has been divided for the last century along contours of Northern and Southern settlement patterns and Civil War loyalties. The northern Heartland, populated by migrations from the Northeast and by pro-Union immigrants, has voted predominantly Republican since the Civil War, while the southern Heartland (reaching from Kentucky and Missouri to Arizona), settled mostly by Southerners moving West, has been Democratic in its sentiments. But today the southern Heartland is turning Republican (Phillips tells us why), and a united Heartland will serve as the core of the new Republican coalition. Together with California and Southern states such as Florida, Virginia, and the Carolinas, this new coalition commands an electoral and popular majority. Phillips portrays the majority of 1968 Wallace voters as traditional Democrats using the American Independent movement as a way-station between major parties. And he concedes that Negroes "have become almost entirely Democratic and exert very little influence on the GOP." But this is likely to work to the advantage of both the Negroes and the Republican Party, he says, and he explains why "abandonment of civil rights enforcement would be self-defeating" for the GOP "despite minimal Republican vote prospects among the Negroes. In this, as in the rest of his analysis, Kevin Phillips gives us fresh new insights about why people vote the way they do in the United States.
