From May, 1943, to October, 1945, he was with the Bureau of the Budget in Washington as an administrative analyst. In the summer of 1948 he worked for the Hoover Commission. He has written for The Journal of Politics, The American Political Science Review, and the Public Administration Review. The Purse and the Sword is believe to have been his first book.
