Personal Inscription on front fly paper in pencil, "J. W. Albertson, Attorney at Law, Hertford, Perq. (Perquimans) County, North Carolina". Mr. Albertson was a United States District Attorney for the North Carolina Eastern District from 1878-1882. The classic text on usury, the crime of charging exorbitant interest on a loan.
