In their campaign to centralize power, Charles II and James II compelled several municipal corporations to surrender their charters to the Crown. A bill to restore those charters was introduced in 1690, a year after the Glorious Revolution. The bill included a controversial set of disabling clauses that barred men from holding municipal offices if they supported the Crown's efforts or held positions in municipalities that had surrendered their charters. One of the major issues of the day, it sparked a vigorous pamphlet war. True Friends is a vigorous attack on an anonymous anti-disabling clauses pamphlet titled A Letter Concerning the Disabling Clauses Lately Offered to the House of Commons, For Regulating Corporations (1690).
