Book is tight, square, and unmarked but for former owner stamp on text block bottom and front paste down; owner signature on FFFP. Book Condition: Near Fine; bumped tips; light scuffing to spine. No DJ as issued. Green cloth boards and spine with green and gilt lettering on spine; gilt Army crest on front board. 932 pp. 4to. In the midst of large-scale combat operations in WWII, the Arm was called on to occupy, to govern, and to help rehabilitate complex, war-torn countries and economies. This book deals primarily with Italy, France, and northwest Europe. Civil affairs was a limited scope in the military and no special training or indoctrination was necessary. In WWII a Civil Affairs Division was created as the G-5, civil affairs and military government to deal with problems of conflicting national interests and of reconciling political idealism and military exigency.
