In this paper he advocated a system of judicial charity to the deserving poor. He had praise for the work of the Germantown Relief Society, established in 1873. In Very Good- Condition: front wrapper is detached but present; light vertical crease throughout; wrapper is slightly soiled; otherwise, clean and solid. Scarce.
