Every province has had its share of publicity, of praise and of criticism. In poetry as well as in prose, we have told the story of the Indian, the Eskimo, the French habitant, and the hardy settlers of the plains and northlands. While the foundations of our national life were being dug in virgin soil, while building was going on in north, south, east and west with dauntless industry and endurance, while towns and cities were growing thriftily and more and more land was being tilled, while our men and women worked from before dawn to after sunset, Canada was travelled by others who escaped such monotony and drudgery by living on the road. These transients were made up of good characters and bad. They were agents, peddlers, and men seeking honest work which, at times, even then, was hard to find. In the main they typified the kind of person who will not be bound by convention, who shirks responsibility, and who seeks freedom in remote places where, should craftiness or dishonesty become necessary for sustenance, it may escape detection or, at least, prosecution. As well, there were the unemployed, mostly people who had been lured to Canada by glowing advertisements of its riches, and had come unprepared for a period of waiting.
