Das Ziel einer konsolidierten und gefestigten Demokratie haben allerdings nicht alle Staaten erreicht. Auch die Staaten Südosteuropas und des Andenraumes wurden oft als "defekte Demokratien" eingestuft. Ungeachtet der Problembefunde erzielten die Länder Südosteuropas trotzdem beachtliche Demokratisierungserfolge, die durch den Beitritt Rumäniens und Bulgariens zur Europäischen Union anerkannt wurden. Dagegen weisen die Staaten des Andenraumes eine negative Entwicklung auf, die bis zum Verfall der demokratischen Ordnung reicht. Der Misserfolg der Demokratisierung in den Andenstaaten ist überraschend, denn die Voraussetzungen für die Demokratie sind ungleich günstiger. Im Gegensatz zu den Staaten Südosteuropas konnte in der Andenregion auf Eliten und Erfahrungen zurückgegriffen werden, die die kurzen autoritären Phasen relativ unbeschadet überstanden hatten. In Südosteuropa hingegen fehlten die demokratischen Eliten und Erfahrungen. Die extrem totalitären Systeme hatten diese vernichtet und statt dessen obrigkeitshà rige, atomisierte und politisch beeinflussbare Gesellschaften hinterlassen. Da neben dem politischen System auch die Wirtschaft und die Gesellschaft einer Transformation unterzogen wurden, hatte die Demokratie ungleich schlechtere Chancen als im Andenraum. Mit diesem Band wird eine Analyse dieser gegenläufigen Entwicklungen der Demokratie in ausgewählten Ländern beider Regionen unternommen. Von zentraler Bedeutung ist dabei die Frage, warum die Demokratisierungsprozesse in Südosteuropa erfolgreicher verlaufen sind als in den Andenstaaten. Im Mittelpunkt stehen der Verfassungs- und Rechtsstaat sowie die an der Umsetzung beteiligten Akteure, die in den Ländern der beiden Regionen vergleichend analysiert werden. Als Fallbeispiele dienen im Andenraum Ecuador, Peru und Venezuela, in Südosteuropa Albanien, Bulgarien und Rumänien. Den Schwerpunkt bildet die Analyse der verfassungs- und rechtsstaatlichen Bedingungen, die den Erfolg der demokratischen Konsolidierung sichergestellt bzw. verhindert haben. Neben einem Vergleich der Verfassungsordnung umfasst dies auch die Darstellung der politischen Praxis der sechs Länder. Ein Vergleich der Andenregion mit Südosteuropa mag auf den ersten Blick weit hergeholt erscheinen, aber beide Regionen besitzen auffällige Gemeinsamkeiten. So lagen beide Regionen lange Zeit in der Peripherie zweier Imperien. Ebenso sind Korruption, Klientelismus, Militarisierung und die Schwäche staatlicher Strukturen in beiden Regionen zu finden. Auch war in beiden Regionen ein ständig zunehmendes Legitimationsdefizit der autoritären Militärregimes und der kommunistischen Regimes erkennbar.
