Bookplate with contemporary signature of Kurt K. Siemon. Small markings on rear end page, else unmarked. Kurt Siemon served in U.S. Army infantry, foreign area specialist, and intelligence positions from 1962 to 1994. He served on the START I and II negotiating delegations in Geneva, Switzerland and retired from the Army as the Deputy Director for Cooperative Threat Reduction in the Office of the Secretary of Defense in 1994. From 1995 to 2016 he worked for the Department of Energy and its National Nuclear Security Administration. He was the Director of the Office of Nuclear Verification, which had the responsibility for nonproliferation and arms control agreements and their associated monitoring technology, verification work with the P-5 Nuclear Weapons States and the International Atomic Energy Agency, managed the on the ground work to disable nuclear programs in Libya and North Korea; and the verification responsibilities for the Highly Enriched Uranium Purchase agreement with the Russian Federation. He was the senior DOE representative to the negotiation of the New START Treaty and Special Counselor to the Lead Negotiator, Rose Gottemoeller. He was responsible for negotiating the New Start Treaty ballistic missile telemetry provisions, the treatyâ s definitions, and the notification provisions with their associated Nuclear Risk Reduction Center notification formats.
