He resigned his master's RN commission in 1839 to command the NZ Company bark Tory bringing settlers to the Wellington area. He unbdertook much coastal survey work including Wellington Harbour and Tory Channel, as well as similar work further afield. Later Wellington harbourmaster and became involved in colony's politics. In 1841, after a dispute over his Wellington duties, Chaffers returned to England and the RN. His name features in several Wellington locations, but little has previously been written of him.
