It covers primarily the systematic blending of military judgment, data collection , and simple problem solving techniques as utilized in the 9th Infantry Division and II Field Force, Vietnam in 1968, 1969 and 1970. The approach is rather tentative because it was not possible in many cases to determine exactly what factors made the operations go so well. Rather we have laid out the most important and interesting factors in the hopes that the readers will be stimulated and perhaps decide for themselves what the critical points were. Fortunately, a large amount of basic data was available to support the manuscript. On the other hand. some basic data has been lost. In these cases we drew on memory and tried to double check the accuracy of our recollections. We think any general statements are reasonably accurate. At the request of the Chief of Staff, a representative group of senior officers who served in important posts in Vietnam, and who still carry a heavy burden of day-to-day responsibilities, has prepared this series of monographs. These studies should be of great value in helping the Army develop future operational concepts while at the same time contributing to the historical record and providing the American public with an interim report on the performance of men and officers who have responded, as others have through our history, to exacting and trying demands. Julian Johnson Ewell (November 5, 1915 - July 27, 2009) was a career United States Army officer who served in World War II, the Korean War and the Vietnam War. He commanded the 9th Infantry Division and II Field Force in Vietnam, and attained the rank of lieutenant general. Ewell graduated from the New Mexico Military Institute and the United States Military Academy. Commissioned as a second lieutenant of infantry in 1939, he volunteered for paratrooper training at the start of World War II. During the war, he commanded 3rd Battalion, 501st Parachute Infantry Regiment, part of the 101st Airborne Division. He took part in a parachute jump into Normandy during the D-Day invasion, and continued to take part in combat against the Nazis in Europe. Ewell later commanded the 501st Regiment, which included participation in Operation Market Garden and the defense of Bastogne in the Battle of the Bulge. He received the Distinguished Service Cross for his heroism at Bastogne. After the war, Ewell continued his Army career, and his command assignments included the 9th Infantry Regiment in South Korea during the Korean War, Assistant Commandant of Cadets at West Point, Assistant Division Commander of the 8th Infantry Division, and Deputy Commander and Chief of Staff for the Combat Developments Command. During the Vietnam War, Ewell commanded the 9th Infantry Division (1968-1969) and II Field Force (1969-1970). He later served as military advisor to the U.S.-South Vietnamese delegation at the negotiations for the Paris Peace Accords and Chief of Staff of the NATO Southern Command. Ewell's Vietnam service generated controversy, especially over concerns that his focus on "body counts" as a measure of success caused his subordinates to inflate their numbers by counting civilian dead as enemy combatants and by committing atrocities. Ira Augustus Hunt Jr. is a retired United States Army Major General. He attended the United States Military Academy graduating in the class of 1945. He was assigned to the Corps of Engineers upon graduation. He served as a commander of the 12th Engineer Battalion, 8th Infantry Division in West Germany from 1964 to 1966. He later served as a Military Assistant in the Office of Organization and Management Planning, Office of the Secretary of Defense. During the Vietnam War he served as Chief of Staff of the 9th Infantry Division under Major General Julian Ewell. He subsequently served as commander of the 1st Brigade, 9th Infantry Division. He served as deputy commander of United States Support Activities Group from 1973-4 and served temporarily as Defense Attaché at the Defense Attaché Office, Saigon during a change of command in August 1974. He served as Deputy Chief of Staff for Training and Schools, Headquarters, United States Army Training and Doctrine Command, Fort Monroe, Virginia. He retired from the Army in 1978.
