The study make use of GDP, previous welfare spending, increases in population, tax revenue, openness to trade, democratic government, labour union, trade association, urbanisation and welfare spending as a share of GDP over the period 1982 - 2007. We found strong and positive link between globalisation, GDP, tax revenue, labour union and previous welfare spending with Thailand welfare spending. These increases will invariably call for increased access to education, health care systems and other related welfare spending which means, the revenue base has to be increased through tax. We therefore recommend Thai Government to undertake reform in the tax system to broaden the tax net. Also, land and property tax systems ought to be reformed as well to extend coverage. We also recommend the stimulation of domestic demand in Thailand to reduce the over reliance on the international market which exposes countries to high end risks and uncertainties. The falling population growth in Thailand could also spell a doom to Thai's labour supply. Thailand currently relies on immigrant workers from neigbouring countries like Myanmar, Laos, Vietnam and Burma. As the economic conditions in these countries improve, these immigrant workers might return. This will create a shortage in the supply needs to cater for the ever increasing demand propelled by the continuous industralisation of the Thai economy. Policy decision makers should factor this in their subsequent decision to mitigate this effect in the near future. 36 pp. Englisch.

In general, there is an attempt to enhance the position of the poor as the total (all) post-expenditure saw a major improvement in the Gini coefficient to record 0.2818 from 0.3056 or a rate of improvement of 2.38%. On the basis of these findings, it could be concluded that government's interventions or subsidies on the two functional areas is pro-poor or progressive as it seeks to favor the poor. This will enhance the position of the poor as to accessing these two facilities in Thailand. A pre-tax Gini coefficient of 0.3056 saw a marginal improvement, leading to a post-tax Gini coefficient of 0.2862 on post-tax (IIT), implying the situation on post-tax individual income shows an attempt by Thai government to have equality in individual incomes, and thereby bridging the income gaps. In general, the total post-tax coefficient ended at 0.3085 indicating, though efforts are being put in place by government to enhance the income situation of the poor, the effort according to our empirical results is marginal and have even worsened the income disparity situation by increasing income inequality to another level. The result confirms the distribution of income of Thai households became more unequal, and an indicative of a tax regime which is regressive at the end. The potential of ECOWAS in exploiting economies of scale and enhancing competition has been limited by a number of impediments such as trans-border movement, lack of monetary union, political divide especially with francophone countries still holding allegiance to France under the system of assimilation, protection of market by bigger States (protectionism), lack of institutional framework to champion the cause of economic integration and instability posing as security threat among other factors. Analysts have suggested adopting and replicating the EU model holds the key to overcome these impediments. A critical assessment of the EU model is made to ascertain which aspects of the EU model are adoptable and implementable for ECOWAS to be fully operational to bring about desired economic progress and development. However, the current EU crisis has given analysts a lot to think about and any other regional body (like ASEAN) that desires to pursue full integration. Currently, there are signs to show that some members want to secede from the union either voluntarily or by coercion.
