In 1947 a group of Council members met to organize a study of public opinion in its relation to United States foreign policy. Three facts gave point to the study: the growing power of propaganda as a factor in international relations, changes in the techniques of instructing and influencing public opinion through new media of mass communication, and the uncertainty of American policy with respect to public opinion operations both at home and abroad. At other meetings Washington correspondents described and commented on the handling of press relations by the White House and the State Department. For this purpose the Council enlisted the services of three scholars who had specialized in the psychology of American public opinion in its relation to the democratic process. They were W. Phillips Davison, editor of the Public Opinion Quarterly, Dr. Martin Kriesberg, of the Department of Political Science at the University of Michigan and Avery Leiserson, Assistant Professor of Political Science at the University of Chicago. To supplement the research studies the Council asked for contributions from a number of journalists - Hanson W. Baldwin, Cabell Phillips, James Reston and Shepard Stone, all of the staff of the New York Times, and C. D. Jackson, Vice President of Time, Inc. In their chapters these authors have drawn upon rich stores of experience with public affairs and with the practical operation of the forces of public Opinion. The purpose of the group's discussions was to explore thoroughly the subject matter rather than to arrive at a set of conclusions or recommendations to which all, or a majority, could subscribe. Consequently, although the group found itself in general in accord with the views of the various authors, the latter bear sole responsibility for their opinons.
