Conrad fut admis à la bourgeoisie de la ville en 1383, suivi jusqu'au début du XVIe s. par d'autres H., issus de la campagne saint-galloise. Jusqu'au XIXe s., de nombreux membres de la famille furent artisans (tisserands, meuniers, menuisiers, cordonniers) et d'autres commerçants, d'abord dans le domaine des toiles, puis, à la fin du XVIIe s., dans la banque. Au début du XVIIIe s., la maison des Frères Hogguer & Cie réalisa des affaires financières de très grande envergure sous la direction de Marx Friedrich ( -> 6) et de Daniel (1659-1731), qui firent partie de l'élite financière à la cour du roi de France pendant quelques années. D'autres H. s'illustrèrent sur la place financière d'Amsterdam, ainsi Paul Ivan (1760-1816), président de la Banque de Hollande. Au XVIIIe s., plusieurs firent une carrière militaire, surtout au service de France et de Suède. Ceux de formation universitaire, furent pasteurs pour la plupart, plus rarement médecins (Sebastian, 1660-1731, prorecteur de l'université de Padoue). La famille ne compte pas d'autre artiste qu'Andreas Renatus ( -> 1). Parmi ses membres expatriés, certains occupèrent des postes importants, notamment Johann Wilhelm (1755-1838, conseiller d'Etat russe et gouverneur de Courlande) et Paul Ivan (1760-1816, bourgmestre d'Amsterdam). Ceux de Saint-Gall n'accédèrent que rarement aux plus hautes charges, excepté Daniel ( -> 3), bourgmestre de la ville. Au XVIIIe s. et au début du suivant, plusieurs furent anoblis barons de Hogguèr, Hoegguer de Bignan, de Bilaire, de Coppet, de Presle, von Thurberg, en récompense de services rendus aux monarchies française, suédoise et russe. Parmi les nombreuses branches attestées de la famille, seules celles issues de Caspar ( 1528) et de Sebastian, ainsi que de son fils Nicolaus ( 1539), se perpétuèrent relativement longtemps. Les H. qui s'illustrèrent à l'étranger descendent de Nicolaus. Presque tous avaient conservé la bourgeoisie de Saint-Gall.

Ce que n'indique pas le titre resté général, c'est que le Roi vise ici expressément l'école physiocrate qui depuis l'Opus Major de 1758 avait pris de l'ampleur jusqu'à dominer toute la pensée économique de l'Etat. En opposition aux idées mercantilistes, les physiocrates considèrent que la richesse d'un pays consiste en la richesse de tous ses habitants et non pas seulement en celle de l'État. Cette richesse est formée de tous les biens qui satisfont un besoin et non de métaux précieux qu'il faudrait thésauriser. La richesse doit être produite par le travail. Pour les physiocrates, la seule activité réellement productive est l'agriculture. La terre multiplie les biens : une graine semée produit plusieurs graines. Finalement, la terre laisse un produit net ou surplus. L'industrie et le commerce sont considérés comme des activités stériles car elles se contentent de transformer les matières premières produites par l'agriculture. La « physiocratie » est le « gouvernement par la nature ». Le terme est forgé par Pierre Samuel du Pont de Nemours en associant deux mots grecs : physis (la Nature) et kratos (gouverner). Autrement dit, c'est : « l'idée que toute richesse vient de la terre, que la seule classe productive est celle des agriculteurs et qu'il existe des lois naturelles basées sur la liberté et la propriété privée qu'il suffit de respecter pour maintenir un ordre parfait. ».
