He elevated the political status of his illiterate hill tribe Hmong people to that of Laotian citizens. He linked the Hmong people to civilization and opened the door to education for Hmong children. Touby Lafoung died in 1983 in a Lao communist political re-education camp in Sam Nua, Laos. This manuscript is therefore dedicated to all the victims of the political re-education camps in Sam Nua.
