Paul Allen (1775 1826) was a Rhode Island born historian, author and editor. Much of his work is now considered to be no longer definitive if not plain unreliable. Allen's Biographical Dicitonary states: "Although the name of Paul Allen was on the title this work it was written by John Neal and Mr. Watkins." (Tobias Watkins) First published in "an elegant edition" by Johns Hopkins in 1819. John Neal attended law school in Baltimore and supported himself while in school by writing for local periodicals. He helped found a literary society, The Delphian Club. Neal wrote for and eventually edited the journal the Delphians createda short-lived but influential and admired monthly journal titled The Portico. Tobias Watkins, an Assistant Surgeon General of the United States Army, was a co-founder of the Club and the journal.
