Martin, 1773 to 1854, became Comptroller of the Navy in 1816, remaining in the post until 1831 during which time he reduced the fleet significantly, turning it into a far more streamlined service focusing on protecting trade related to the British Empire. He was promoted to Admiral of the Fleet in 1849. He expressed strong Tory views, hostile in particular to the Earl Grey government, and sat as MP for Plymouth from 1818 until he was effectively sacked in 1831 for insubordination including in his strong determination to resist cuts to naval budget. . . . The letters and papers were published in three volumes covering successive periods. This volume, volume I, covers Martin's early career, up to 1807, including service in the French Revolutionary Wars, a period in the West Indies and the start of the Napoleonic Wars; volume II covers the period 1808 to 1813, taking in more of the Napoleonic Wars as well as service in Sweden; volume III covers the remainder of his career, including his time as Comptroller and as MP for Plymouth.
