"The Transkei, one of the black 'homelands' (Bantustans) of South Africa, is to be proclaimed 'independent' by the South African Government on 26 October 1976. In preparation for this event, Pretoria has set up a vast campaign to promote international recognition of the area. It is making every effort to have the Transkei admitted to the United Nations as the first of the ten 'homelands'. Pretoria also hopes that Western nations will, explicitly or implicitly, recognise the Transkei and that foreign investments will increase. There is no doubt that if such diplomatic recognition of the Transkei took place it would be the biggest victory yet for the 'separate development' policy of the white minority regime. its homelands policy is the cornerstone of the whole apartheid system. What are the objectives of the Bantustan policy for the Transkei? What are the implications for the black majority in other parts of the country? What do black people think? What positions have the liberation movements and national and international organisations such as the Organisation of African Unity and the United Nations taken?
