'Empowerment and Poverty Reduction: A Sourcebook' is an outcome of 'World Development Report 2000/2001: Attacking Poverty', which highlighted opportunity, empowerment, and security as key elements in the creation and implementation of poverty reduction strategies. This book provides a framework for empowerment that concentrates on increasing poor people's freedom of choice and action to shape their own lives. This framework pertains to five areas of action to improve development effectiveness - provision of basic services, improved local governance, improved national governance, access to justice and legal aid, and pro-poor market development. This Sourcebook gives 20 Tools and Practices, which concentrate on a wide-range of topics to encourage the empowerment of the poor from poor people's enterprises, information and communication technologies to diagnostic tools including corruption surveys and citizen report cards.

Softcover. Condition: Good. Emerging Europe and Central Asia, the region made up of the countries of Central and South East Europe (CSE) and the Commonwealth of Independent States (CIS), is a major energy supplier to both Eastern and Western Europe. However, the outlook for both primary and derivative energy supplies is questionable, with a real prospect that there will be a significant decline during the next two decades.Western Europe is heavily dependent on energy imports from this region and therefore will be affected by declines in primary energy supplies. But Western Europe has the financial capacity to secure the energy supplies it needs (albeit at the expense of others). In contrast, the regions energy-importing countries are caught between Western Europe, which has increasing import needs, and its own exporters, whose exports will likely decline. These countries face the prospect of being squeezed not only financially but also in terms of energy access. This difficult prospect is compounded by the deterioration of the energy infrastructure, including power generation and district heating. Although the public sector will have to finance a portion of these infrastructure investments, it will not have the capacity to meet the full needs. It is essential, therefore, that the countries in the region move quickly to put in place an enabling environment to support investment in the sector.Further complicating these issues are environmental concerns, in particular concern about climate change. EU member states and those with EU ambitions will need to meet the challenging EU greenhouse gas emissions targets. At the same time, a number of countries in the region will face the temptation to use environmentally unfriendly technology to meet their immediate energy needs. 'Lights Out?' analyzes key measures that can help countries address all of these challenges.

"Over the past decade, the World Bank has evolved its analysis and reporting on poverty to a multi-dimensional view which includes issues of vulnerability, social isolation, and powerlessness. This broader construct, which considers the concepts of social exclusion and social capital, suggests the need for augmenting quantitative research with qualitative research. Qualitative research provides a focus on understanding human behavior, perceptions and practices that can then be applied to policy development. This report presents specific examples drawn from World Bank work completed in the countries of the former Soviet Union. Each of these examples illustrates the gains that can be derived from combining the use of quantitative and qualitative research methods."

Softcover. Condition: Good. 2010 ed. Today's enormous development challenges are complicated by the reality of climate change the two are inextricably linked and together demand immediate attention. Climate change threatens all countries, but particularly developing ones. Understanding what climate change means for development policy is the central aim of the World Development Report 2010. It explores how public policy can change to better help people cope with new or worsened risks, how land and water management must adapt to better protect a threatened natural environment while feeding an expanding and more prosperous population, and how energy systems will need to be transformed. The report is an urgent call for action, both for developing countries who are striving to ensure policies are adapted to the realities and dangers of a hotter planet, and for high-income countries who need to undertake ambitious mitigation while supporting developing countries efforts. A climate-smart world is within reach if we act now to tackle the substantial inertia in the climate, in infrastructure, and in behaviors and institutions; if we act together to reconcile needed growth with prudent and affordable development choices; and if we act differently by investing in the needed energy revolution and taking the steps required to adapt to a rapidly changing planet. In the crowded field of climate change reports, WDR 2010 uniquely: emphasizes development takes an integrated look at adaptation and mitigation highlights opportunities in the changing competitive landscape and how to seize them proposes policy solutions grounded in analytic work and in the context of the political economy of reform.

Softcover. Condition: Good. During the 1990's a number of countries in Latin America including Argentina, Bolivia and Chile, developed policies focused on utility sector liberalization through increased private sector participation. This focus resulted from the recognition that overall quality and availability of services were inadequate. Infrastructure reform is inexorably linked to poverty alleviation and therefore must be carefully constructed and enacted. This book provides practical guidelines and options for infrastructure reform that result in access and affordability for the poor. Accounting for Poverty in Infrastructure Reform: Learning from Latin America's Experience includes analysis of the trade-offs that must be made between efficiency, equity, and fiscal costs of the options. It includes a new model for reform that consists of three main components - policies, regulation, and provision which when properly balanced minimize the risks associated with reform.

Softcover. Condition: Good. 1. In the past ten years, the world of microfinance has changed dramatically. The field has moved rapidly from early innovations in providing loans to help poor entrepreneurs start businesses to a bold vision of creating entire financial systems that work for the poor. Microfinance has proven to be an effective tool for reducing poverty and helping poor people to improve their lives. And yet a diverse range of potential clients still lack access to an array of financial services - not just credit for enterprise but also a safe place to save, the ability to transfer funds to family members, insurance against sickness or other household disasters, and other ways to mitigate risk in vulnerability. The challenge today is to engage more types of distribution systems, more technologies and more talent to create financial systems that work for the poor and boost their contribution to economic growth. This title explains what this new vision of microfinance means in practical, non-technical terms.

Softcover. Condition: Good. The urbanization of Latin America has also lead to the urbanization of its poor. Today about half of the regions poor live in cities. Yet the phenomenon of urban poverty is not one that is well studied or well understood and policy makers across Latin America are increasingly interested in policy advice on how to design programs and policies to tackle poverty. Urban Poor in Latin America argues that the causes of poverty, the nature of deprivation, and the policy levers to fight poverty are to a large extent site-specific. As such, the book looks at strategies to assist the urban poor in making the most of the opportunities offered by cities (deeper labor markets, better amenities and services, greater freedom, and possibly less discrimination) while helping them cope with the negative externalities (high cost of housing and difficulty of obtaining shelter; risks to physical safety associated with pollution and environmental contamination, but also crime and violence; other congestion costs, more isolation and possibly less social capital).

Softcover. Condition: Good. This report describes how tertiary education contributes to building up a country's capacity for participation in an increasingly knowledge-based world economy and investigates policy options for tertiary education that have the potential to enhance economic growth and reduce poverty. It examines the following questions: What is the importance of tertiary education for economic and social development? How should developing and transition countries position themselves to take full advantage of the potential contribution of tertiary education? How can the World Bank and other development agencies assist in this process? The report draws on ongoing Bank research and analysis on the dynamics of knowledge economies and on science and technology development. Using this background, it explores how countries can adapt and shape their tertiary education systems to confront successfully the combination of new and old challenges in the context of the rising significance for tertiary education of internal and international market forces. It examines the justification for continuing public support of tertiary education and the appropriate role of the state in support of knowledge-driven economic growth. Finally, it reviews the lessons from recent World Bank experience with support of tertiary education, including ways of minimizing the negative political impact of reforms, and makes recommendations for future Bank involvement. The Bank aspires to apply its extensive knowledge base and financial resources toward increased efforts in the tertiary education sector. Strengthening the capacity of tertiary education institutions to respond flexibly to the new demands of knowledge societies will increase their contribution to poverty reduction through the long-term economic effects and the associated welfare benefits that come from sustained growth.

Yet, to date, this research does not exist in one consolidated form. There is neither a comprehensive presentation of new methods, data sets and their evaluation, nor is there a single compilation of the enormous amount of epidemiological detail by age, sex, cause, sequelae and region of the deaths and DALYs for the year 2000. This publication of the results of the Global Burden of Disease 2001 Study, and the CRA Study, by detailed age, sex, cause, region and risk factor will provide a unique description, in one volume, of the entire global epidemiology of diseases, injuries, and risk factors at the turn of the 21st century. Softcover. Condition: Good. Afghanistan has come a long way since emerging from major conflict in late 2001. The economy has recovered strongly, growing by nearly 50% cumulatively in the last two years (not including drugs). Some three million internally and externally displaced Afghans have returned to their country. More than four million children, a third of them girls, are in school, and immunization campaigns have achieved considerable success. The Government has supported good economic performance by following prudent macroeconomic policies and it has made extraordinary efforts to develop key national programs and to revive social services like education and health. Nevertheless, Afghanistan remains one of the poorest countries in the world in terms of both per-capita incomes and social indicators, with large gender gaps. The difficult challenge of poverty reduction is made even more difficult by continuing insecurity, weak rule of law, and narcotics.Afghanistan - State Building, Sustaining Growth, and Reducing Poverty provides a greater understanding of the core challenges that lie ahead for Afghanistan and key priorities for national reconstruction. The Afghan economy has been shaped by more than two decades of debilitating conflict and has some very unusual features which this study analyzes. The authors argue that the country must break out of the vicious cycle that would keep it insecure, fragmented politically, weakly governed, poor, dominated by the illicit economy, and a hostage to the drug industry. The study presents key elements for a breakthrough in the next two years but the daunting agenda will require strong commitment, actions, and persistence on the part of the Government and robust support from the international community.

Winner of Choice magazine's Outstanding Academic Title award!Since the early 1980s, virtually every African country has received large amounts of aid to stimulate policy reform. The results have varied enormously. Ghana and Uganda were successful reformers that grew rapidly and reduced poverty. Ethiopia and Cote d'Ivoire have shown significant reform in recent years, but it remains to be seen whether it will be sustainable.'Aid and Reform in Africa' summarizes the findings from case studies that investigate whether, when, and how foreign aid has affected economic policy in Africa. The main findings are: Policy formation is primarily driven by domestic political economy. Large amounts of aid to countries with poor policies sustain those policies. Overall, donors have not discriminated effectively among different countries and different phases of the reform process. The book concludes that donors have three basic instruments that they can use to encourage adoption of good economic policies in developing countries: money, conditionality, and technical assistance/policy dialog. The case studies in this project show examples in which each of these instruments helped countries' improve their policies.

Aquaculture - the farming of fish and aquatic plants - has become the world's fastest-growing food production sector, even as the amount of wild fish caught in our seas and freshwaters declines. From fish foods and pharmaceuticals to management of entire aquatic ecosystems, acquaculture is truly changing the face of the waters. Increase growth, however, brings increased risk, and aquaculture now lies at a crossroads. One direction points toward the giant strides in productivity, industry concentration, and product diversification. Another direction points toward the dangers of environmental degradation and the marginalization of small fish farmers. Yet another direction invites aquaculture to champion the poor and provide vital environmental services to stressed aquatic environments. Changing the Face of the Waters offers a cutting-edge analysis of the critical challenges facing aquaculture, balancing aquaculture's role in economic growth with the need for sound management of natural resources. The book also provides guidance on sustainable aquaculture by evaluating alternative development pathways, placing particular emphasis on the application of lessons from Asia to Sub-Saharan Africa and Latin America. Aimed at policy makers, planners, and scientists, this book provides a comprehensive frame of reference for orienting ideas and initiatives in this dynamic industry.

In a global development community where gains and successes are always hard-won, providing youngsters with a dynamic education that takes them from primary through secondary to tertiary education and beyond and that helps spur economic growth is surely one of the best investments a country can make, especially when it applies equally to girls and boys. The challenges facing developing countries and transition economies are twofold: to increase access to secondary schooling for all young people and, at the same time, to improve the quality and relevance of secondary education. These challenges must be met in the complicating but also potentially enabling environment of globalization and the technology-based knowledge society.Secondary education is the highway between primary schooling, tertiary education, and the labor market. Its ability to connect the different destinations and to take young people where they want to go in life is crucial. This highway can constrict the expansion of educational attainment and opportunity, or it can open up pathways for students' advancement.'Expanding Opportunities and Building Competencies for Young People' explores the key issues facing secondary education in the 21st century. Based on surveys of education specialists around the world, the 'tried and true' elements of the policy framework presented here will assist decisionmakers in developing countries and transition economies as they make plans to expand, reform, and transform their secondary education systems.

Anticorruption in Transition 2 analyzes patterns and trends in corruption in business-government interactions in the transition economies of Central and Eastern Europe and the former Soviet Union. It points to some encouraging signs that the magnitude and negative impact that corruption exerts on businesses may be declining in many countries in the region. It also shows how some types of firms - most notably small private ones - encounter more corruption than others, and it underscores the importance of policy and institutional reforms in achieving long-term success in the fight against corruption. The longer-term sustainability of recent improvements is not certain, however, and the challenges ahead remain formidable.

The evidence and discussion support the need to consider financial protection, in addition to health status, as a policy objective when setting priorities for health systems. This book reviews the Latin American experience with health reform in the last 20 years and the fundamentals of health system financing, using new evidence to show the magnitude and mechanisms that determine the impoverishing effects of health events (diseases, accidents, and those of the life cycle). It provides options for policy makers on how to protect, and help household to protect themselves, against this impoverishment. The authors use empirical evidence from six case studies commissioned for this report, on Argentina, Chile, Colombia, Ecuador, Honduras, and Mexico. This book provides policy makers with a solid conceptual basis for decisions on the contents of mandatory health insurance benefit packages, choices of financing mechanisms, and the roles of public policy in this field.'Beyond Survival' provides an in-depth analysis of, and organizational alternatives for, risk pooling and health insurance for financial protection. It analyzes the urgent need to extend risk pooling to the informal sector, the challenges for current social insurance arrangements, and options for policy makers to effectively extend risk pooling to the informal sector.

Modern Mexico has been fully engaged in the trio, making it a rich case study. In recent years, enhanced political competition has redistributed decisionmaking across all levels of government, making the government more accountable to the average citizen. It has also given subnational governments a renewed role as economic agents. The taxation, spending, borrowing, and institutions of Mexican states and municipalities are now increasingly under the rigor of market discipline. The combined, closer scrutiny of voters and financiers is creating a new incentive framework for policymakers-a framework where necessary reforms become both inescapable and, more importantly, a perceived source of potential reward. This book is the product of the analytical work of a large number of experts, Mexican and foreign. In the book, the experts document Mexico's decentralization experience; conceptualize its main trends, policies, and options; and bring it into the light of international comparison. They distill critical lessons and challenges that are of relevance for Mexico, for Latin America and, generally, for countries that are embarking on far reaching decentralization efforts. This renders the volume a major contribution to our knowledge and thinking in this area; and a timely one, since decentralization is an irreversible process that is likely to continue occupying policymakers for years to come.

This book considers how five dimensions of governance-coherent decision-making structures, stakeholder participation, transparency and information, supervision and regulation, and consistency and stability-influence the coverage, financial protection, and efficiency of mandatory health insurance entities. It also looks at the institutional and political forces that affect the behavior of such entities within their social and historical context. It addresses these issues by analyzing experiences from four countries--Chile, Costa Rica, Estonia, and the Netherlands-and develops lessons for developing countries related to these important dimensions of governance, paying special attention to questions of assuring solvency, financial protection, and quality health care services.

Catastrophe Risk Financing in Developing Countries provides a detailed analysis of the imperfections and inefficiencies that impede the emergence of competitive catastrophe risk markets in developing countries. The book demonstrates how donors and international financial institutions can assist governments in middle- and low-income countries in promoting effective and affordable catastrophe risk financing solutions. The authors set out guiding principles on how and when the governments, with assistance from donors and international financial institutions, should intervene in catastrophe insurance markets. They also identify key activities to be undertaken by donors and institutions that would allow middle- and low-income countries to develop competitive and cost-effective catastrophe risk financing strategies at both the macro (government) and micro (household) levels. These principles and activities are expected to inform good practice and ensure desirable results in catastrophe insurance projects. Catastrophe Risk Financing in Developing Countries offers valuable advice and guidelines to policy makers and insurance practitioners involved in the development of catastrophe insurance programs in developing countries.
