There are at least 3-4 million people in France alone who suffer from arterial hypertension, and whose cardiovascular system is submitted day and night to both a haemodynamic and hormonal stress. In all cases, the vasculature hypertrophies as does the myocardium. This growth process is obviously mainly detrimental at the outset since it lowers compliance of the arteries and makes them stiffer. In contrast, myocardial hypertrophy is initially beneficial since the growth process multiplies the number of contractile units and by so doing improves external work. In addition, according to Starling's law, wall stress is lowered. Growth factors playa major role in this amoral process as a trigger for hypertrophy at the vascular level, and very likely at the level of the myocardium. Another major point of interest is the role of growth factors as determinants of restenosis after angioplasty and also of atherogenesis. Several chapters in this book are directly or indirectly concerned with this problem which is far from being purely academic since several groups are currently trying to control these processes by gene transfer. Certainly, one of the major clinical questions arising from such studies is why restenosis is not more frequent in clinical practice. After de-endotheliazation, the biologist would predict on the basis of recent studies on growth factors, and in contrast with current clinical opinion, that hypertrophy would occur in all cases with more or less complete restenosis. Nitrogen (N) is the nutrient that most frequently limits rice production. At current levels ofN use efficiency, we will require at least double the 10 million tons of N fertilizer that are currently used each year for rice production. Global agriculture now relies heavily on N fertilizers derived from petroleUIll, which, in turn, is vulnerable to political and economic fluctuations in the oil markets. N fertilizers, therefore, are expensive inputs, costing agriculture more than US$45 billion annually. Rice suffers from a mismatch of its N demand and N supplied as fertilizer, resulting in a 50-70% loss of applied N fertilizer. Two basic approaches may be used to solve this problem One is to regulate the timing ofN application based on needs of the plants, thus partly increasing the efficiency of the plants' use of applied N. The other is to increase the ability of the rice system to fix its own N. The latter approach is a long-term strategy, but it would have enormous environmental benefits while helping resource-poor farmers. Furthermore, farmers more easily adopt a genotype or variety with useful traits than they do crop and soil management practices that may be associated with additional costs. At that time, the neutral European countries chose to stay outside the European Economic Community. Those countries that wanted less ambitious cooperation formed the European Free Trade Association. Increasing trade dependence between the two groupings was institutionalised when they signed free-trade agreements with each other, creating thus a wider European free-trade area in manufactures. The strong push towards deepening integration among EC countries, manifested in the Single European Act in 1985, and the dismantling of non-tariff barriers to trade and factor flows in the EC by 1993, made it necessary for EFTA countries to secure access on equal conditions to their most important export market and thus prevent trade diversion. The ensuing agreement on the European Economic Area responded to these demands, but did not resolve the apparent asymmetry in EEA decision-making. This emanated from the supremacy ofEC legislation over EEA rules, thus making EFTA countries passively adjust to EC norms. Consequently, Finland applied for membership in the EC in March 1992, with effect from 1995. The latest phase in the integration process, the Treaty on European Union, has an aim to further deepening, e. g. the formation of the economic and monetary union by 1999. Through the years, kings, political leaders, and statesmen have often made use of what might now be called "propaganda tech niques" but it is only within the present century that the use of pro paganda has been developed as a systematic instrument of national and foreign policy. Nonetheless, since World War II propaganda has become a regular peacetime instrument of foreign policy for most states, be they large or small. While some considerable attention has been given to the propaganda organisations and activities of the United States and certain Com munist nations, especially the U.S.S.R., relatively little has been done on the British approach to propaganda. The present study attempts to at least partially fill that vacuum. A history of the overseas Informa tion Services is not undertaken and I will leave that important task to future scholars. Instead I have examined the British approach to the organisation of propaganda and the mechanics they have developed to utilize this instrument of foreign policy.
