Toute ma vie, j'ai conservé un très fort sentiment d'appartenance à Cap-Chat, cette ville située le long du fleuve Saint-Laurent. Aujourd'hui, à 85 ans, je veux, à ma manière, raconter certaines pages importantes de l'histoire de Cap-Chat et de la vie de ses habitants au fil des décennies. Je suis un homme profondément amoureux de la Gaspésie, de mon coin de pays. Si, parfois, les informations ont été puisées dans des écrits concernant Cap-Chat, si, à d'autres occasions, certains faits ou légendes m'ont été transmis de façon orale grâce aux témoignages des ancêtres, il est certain que mes souvenirs font également partie de ce livre. Depuis plusieurs décennies, je vis au rythme de Cap-Chat. J'ai connu les évènements tragiques et les périodes prospères. J'ai joué au hockey quand il fallait déblayer la patinoire à la pelle, jouer en après-midi puisqu'il n'y avait pas d'électricité, et je me suis rendu dans le village voisin en snowmobile. Que de bons souvenirs! J'ai aimé ma ville et j'espère transmettre ce sentiment d'appartenance et d'attachement aux citoyens de Cap-Chat. Ce livre, c'est en quelque sorte un héritage que je lègue à mes descendants et à la population en général.

Pourtant, ce village côtier a déjà été le siège d'une importante conserverie de sardines à la fin du XIXe siècle, la seule qui aura existé dans la province de Québec. Cette industrie est l'oeuvre de Jean-Baptiste-Eugène Letellier de Saint-Just (1858-1930). Natif de Rivière-Ouelle, il est le fils d'un marchand et apprend tôt à reconnaître les richesses locales des deux rives du Saint-Laurent et de toute la péninsule gaspésienne. Pendant fort longtemps, les habitants de la région de Kamouraska, en plus de s'adonner à l'agriculture, se consacraient à la pêche riveraine et en tiraient un supplément de revenu fort appréciable. Ces pêcheries le long du Saint-Laurent utilisaient une technique ancestrale, la pêche dite à fascines, qui permettait la capture de diverses espèces, dont la fameuse sardine. J.-B.-E. Letellier devient un audacieux épicier en gros de Québec et ses affaires l'amènent quelques fois en Europe. C'est probablement là qu'il réalise tout le potentiel que représenterait une conserverie de sardines à l'huile d'olive au Québec, un procédé nouveau permettant de conserver parfaitement la sardine dans l'huile, dans des boîtes métalliques, tandis qu'auparavant il ne se préparait que de la sardine pressée en saumure. La grande aventure de l'Union Sardinière du St-Laurent à Saint-André-de-Kamouraska est peut-être brève, de 1891 à 1898, mais elle révèle l'audace et la ténacité de son fondateur et témoigne d'un pan de l'histoire commerciale sur la rive sud du fleuve Saint-Laurent.».
