    Paperback. Condition: new. Paperback. In the first part, the authors introduce the progress of researches on nitrogen metabolism of soybean nodules and roots. They investigate the fate of nitrogen fixed in soybean nodules by tracer experiment with 15N2 gas. The results indicate that major part of fixed N in bacteroids (a symbiotic state of rhizobia) is excreted rapidly to cytosol of infected cells in the form of ammonia, then the ammonia is assimilated into amino acids via GS/GOGAT pathway. Then the fixed nitrogen is assimilated into ureides, allantoin and allantoic acid, and then transported to the shoots via xylem. A small portion of fixed N was assimilated in the bacteroids directly into glutamate and alanine. On the other hand, nitrate absorbed from the roots are mainly assimilated into asparagine. The characteristics of nitrate absorption and metabolism was studied. It is well known that nitrate is a potent inhibitor to nodulation and nitrogen fixation, although the inhibitory mechanism is not fully understood. The authors recently found that nitrate depresses individual nodule growth and nitrogen fixation activity rapidly and reversibly when nodules were in direct contact with nitrate.The indirect effects of nitrate on nodule growth and nitrogen fixation activity were different among treatment concentration and period of supply. The continuous supply of low levels of nitrate from the lower part of roots promoted the nodulation and nitrogen fixation of the upper part of the roots. Hypernodulation mutant lines of soybean were isolated which have profuse nodulation compared with parents. They also exhibit partial-nitrate tolerant to nodulation. The characteristics of hypernodulation mutant lines were studied in relation to nitrate inhibition. The results suggest that lower nitrate absorption and assimilation activity in hypernodulation mutants may be one reason to milder inhibition by nitrate on hypernodulation mutant lines. The Bush Administration has pursued several avenues to attempt to contain or end the potential threat posed by Iran, at times pursuing limited engagement, and at other times leaning toward pursuing efforts to change Iran's regime. Some experts believe a potential crisis is looming over Iran's nuclear program because the Bush Administration is sceptical that efforts by several European allies to prevent a nuclear breakout by Iran will succeed, although the Administration announced steps in March 2005 to support those talks. U.S. concerns have been heightened by the victory of Mahmoud Ahmadinejad, an admitted hardliner, in Iran's presidential election on June 24, 2005. Some advocate military action against Iran's nuclear infrastructure, but others believe that a combination of diplomatic and economic rewards and punishment are the only viable options on the nuclear issue. U.S. sanctions currently in effect ban or strictly limit U.S. trade, aid, and investment in Iran and penalise foreign firms that invest in Iran's energy sector, but unilateral U.S. sanctions do not appear to have materially slowed Iran's WMD programs to date. Other major U.S. concerns include Iran's policy in the Near East region, particularly Iran's material support to groups that use violence against the U.S.-led Middle East peace process, including Hizballah in Lebanon and the Palestinian groups Hamas and Palestinian Islamic Jihad. Some senior Al Qaeda activists are in Iran as well, although Iran claims they are "in custody" and will be tried. Virtually every crime gun in the United States starts off as a legal firearm, "according to then-Bureau of Alcohol, Tobacco and Firearms (ATF) director Bradley Buckles. In a report, the ATF looked at how guns then "pass through the legitimate distribution system of federally licensed firearms dealers" before ending up in the hands of criminals. The ATF concluded, in part, that, "there is a large problem of diversion to the illegal market from licensed gun establishments". When a gun is recovered in a crime, the ATF can use the serial number on the gun to trace back to where it first left the legal market - tracing from the first sale of the firearm by an importer or manufacturer, to the wholesaler or retailer, to the first retail purchaser. In some cases, that first retail purchaser is the link between the legal and illegal markets. Looking at trace information, the ATF found that "a small group of dealers accounts for a disproportionately large number of crime gun traces". Over 85 percent of dealers in the U.S. had no crime guns traced to them at all in 1998, while about 1 percent of licensed firearm dealers accounted for 57 percent of traces that same year.The ATF also concluded that "sales volume alone cannot be said to account for the disproportionately large number of traces associated with those dealers". It is best known for helping states pay for cash welfare for needy families with children, but it funds a wide array of additional activities. TANF was created in the 1996 welfare reform law (P.L. 104-193). TANF funding and program authority were extended through FY2010 by the Deficit Reduction Act of 2005 (DRA, P.L. 109-171). TANF provides a basic block grant of $16.5 billion to the 50 states and District of Columbia, and $0.1 billion to U.S. territories. Additionally, 17 states qualify for supplemental grants that total $319 million. TANF also requires states to contribute from their own funds at least $10.4 billion for benefits and services to needy families with children -- this is known as the maintenance-of-effort (MOE) requirement. States may use TANF and MOE funds in any manner "reasonably calculated" to achieve TANF's statutory purpose.This purpose is to increase state flexibility to achieve four goals: (1) provide assistance to needy families with children so that they can live in their own homes or the homes of relatives; (2) end dependence of needy parents on government benefits through work, job preparation, and marriage; (3) reduce out-of-wedlock pregnancies; and (4) promote the formation and maintenance of two-parent families. Though TANF is a block grant, there are some strings attached to states' use of funds, particularly for families receiving "assistance" (essentially cash welfare). States must meet TANF work participation standards or be penalised by a reduction in their block grant. The law sets standards stipulating that at least 50% of all families and 90% of two-parent families must be participating, but these statutory standards are reduced for declines in the cash welfare caseload. (Some families are excluded from the participation rate calculation.) Activities creditable toward meeting these standards are focused on work or are intended to rapidly attach welfare recipients to the workforce; education and training is limited.Federal TANF funds may not be used for a family with an adult that has received assistance for 60 months. This is the five-year time limit on welfare receipt. However, up to 20% of the caseload may be extended beyond the five years for reason of "hardship", with hardship defined by the states. Additionally, states may use funds that they must spend to meet the TANF MOE to aid families beyond five years. TANF work participation rules and time limits do not apply to families receiving benefits and services not considered "assistance". Child care, transportation aid, state earned income tax credits for working families, activities to reduce out-of-wedlock pregnancies, activities to promote marriage and two-parent families, and activities to help families that have experienced or are "at risk" of child abuse and neglect are examples of such "nonassistance".
