J. Vatikiotis provides an incisive interpretation of the emergence of Egypt to its present position of' leadership and influence in the Arab Middle East. Sketching in the background against which Egyptian society has been developing, the author first outlines the physical characteristics of the land the social and economic make~up of the population, and the history of the country from the estabhshment of Islam in the seventh century A.D. to the events that created the initial massive impact of modern Europe on Egypt ~ the Napoleonic invasion and occupation by the French. The social, political, and intellectual foundations of modern Egypt were laid during the nineteenth century, in the midst of Turkish, French, and British competition for control of the area. The author deals with this period in great detail, exammmg the effects of the reign of Mohammed Ali, the first modern ruler of Egypt to attempt economic development. Mr. Vatikiotis traces Mohammed Ali's economic reforms, his expansionist policies, and the growth of a native administrative cadre fostered by the Egyptian regime. Next, the author turns to the reign of the Khedive Ismail, who was impatient to Europearuze his country. Ismail's reign, though it brought Egypt first under European financial control and later under direct British occupation, also provided the basis for a Europeanized elite in government education, and letters that was to have a continuing and significant effect on Egypt's future. Events and policies of the nineteenth century made Egyptians aware of the modern age. The author traces their responses, both liberal and conservative, to European civilization in the last part of the nineteenth century and the beginning of the twentieth. During the early years of the British occupation, Egyptian reaction was essentially conservative. Egyptians came to accept, at least tacitly, British guidance and administrative control, but, with the beginning of Egyptian economic recovery, an Islamic reaction set in, as well as the start of a secular liberal response. Mr. Vatikiotis describes the growth of an Egyptian bureaucracy under the British, the struggle for independence, and the experiment in constitutional government after independence. The failure of liberalism and the reaction against Europe have produced in contemporary Egypt a new African orientation as well as a new emphasis on Pan~Islamic goals, but the legacies of the past and of European culture remain. In his final section, Mr. Vatikiotis takes up the critical question of what kind of new order modern Egypt will fashion out of these elements.
