Since the 1990, in Ulyanovsk, when the Russian Academy of Sciences promoted the first Workshop of the series, the basic idea was to have a sort of Institutional Meeting collecting Scientists of the Magnetics Community devoted to Spin Wave Electronics at Microwave Frequencies. So far, during the social dinner, in the middle between a serious proposal and the joke encouraged by the Californian Wine, Roma was proposed as the third place for the Workshop. The ionization of the noble gases He and Ne is almost completely dominated by photoionization, whereas for H charge-exchange with the solar wind is most important. For other species, such as 0 and Ar, both processes contribute significantly. Electron impact ionization can typically contribute by '' 10% to the total rate in the inner Solar System. Because direct measurements of the solar EUV flux are not yet continuously available, the variation of the ionization rate over the solar cycle still contains a relatively large uncertainty. The recent measurements of pickup ion distributions and of the neutral helium gas provide an independent tool to determine the total ionization rate that can be used to cross calibrate with the results obtained for the individual ionization processes. Collingwood saw one of the main tasks of philosophers and of historians of human thought in uncovering what he called the ultimate presuppositions of different thinkers, of different philosophical movements and of entire eras of intellectual history. Collingwood would have been delighted by the contrast that constitutes the overall theme of the essays collected in this volume. Its role is not belied by the fact that several philosophers who answered it one way or the other seem to be largely unaware that the other answer also makes sense - if it does. This Collingwoodian question can be formulated in a first rough approximation by asking whether language - our actual working language, Tarski's 'colloquiallanguage' - is universal in the sense of being inescapable. It begins with the initiation of cracks, and with continued cyclic loading the cracks propagate, finally leading to the rupture of a component or specimen. The demarcation between the above stages is not well-defined. Depending upon the scale of interest, the variation may span three orders of magnitude. For example, to a material scientist an initiated crack may be of the order of a micron, whereas for an engineer it can be of the order of a millimetre. It is not surprising therefore to see that investigation of the fatigue process has followed different paths depending upon the scale of phenomenon under investigation. Interest in the study of fatigue failure increased with the advent of industrial ization. Because of the urgent need to design against fatigue failure, early investiga tors focused on prototype testing and proposed failure criteria similar to design formulae. Thus, a methodology developed whereby the fatigue theories were proposed based on experimental observations, albeit at times with limited scope. These questions arise in many applied problems in connection with the operation of perturbations. In some cases, the operation of 'small' per turbations generates 'small' deviations of basis indexes; a corresponding stability takes place. In other cases, small perturbations generate spas modic change of a result and of solutions defining this result. These cases correspond to unstable problems. The effect of an unstability can arise in extremal problems or in other related problems. In this connection, we note the known problem of constructing the attainability domain in con trol theory. Of course, extremal problems and those of attainability (in abstract control theory) are connected. We exploit this connection here (see Chapter 5). However, basic attention is paid to the problem of the attainability of elements of a topological space under vanishing perturba tions of restrictions. The stability property is frequently missing; the world of unstable problems is of interest for us. We construct regularizing proce dures. However, in many cases, it is possible to establish a certain property similar to partial stability. We call this property asymptotic nonsensitivity or roughness under the perturbation of some restrictions. The given prop erty means the following: in the corresponding problem, it is the same if constraints are weakened in some 'directions' or not.
