This book identifies the milieu factors, opportunities and risks that now influence thinking in Finland and Sweden, and the different options and choices that are open to - or will be forced upon - the two nations. For both countries, the year 2004 will involve decisions about the shaping of their security and defence policies, about their "belonging" in the Nordic-Baltic Sea region and European security structure, as well as the forming of their respective national defence organisations in a long term perspective, in light of what they consider the strategy for a small state should now be. In this volume the theme is one country and its relationship with much of the rest of the world but specifically also with other major actors and great powers. 'China Rising" is today no longer the preferred banner under which the People's Republic is marching towards the future but nonetheless seems to us appropriate when discussing a state which really does rise out of history and out of its own only too narrow conceptions of what China was becoming and supposed to be.
