Mr. Daniel, from the Committee of Claims, made the following Report: The Committee of Claims, to whom was referred the joint resolution of the Senate for the relief of Charles F. Sibbald, with accompanying papers, having had the same under consideration, ask leave to report: The petitioner, in his petition, bearing date January 1, 1850, and presented to the Senate February 4, 1850, sets forth, that when Florida was purchased by the United States he was the owner of a grant of land from the Spanish government of sixteen thousand acres, in three detached parcels, mostly situated on the immediate seacoast, all containing valuable timber -- yellow pine, red cedar, live oak, and other wood; and that considerable portions thereof were valuable for agricultural purposes; that the land was granted on condition of the erection of a saw-mill thereon, which condition he compiled with while that territory was under the dominion of Spain; that his grant was ultimately confirmed by the Supreme Court, as will be seen in the cases in 10 and 12 Peters, (Sibbald vs. the United Staets;) that, after the ratification of the treaty with Spain, he sent out from Philadelphia, his commercial domicil, steam-engines, and various other implements, necessary for the construction of saw-mills, which he put up expressly to saw pine timber growing on these lands; also, that he entered into written contracts to furnish the Navy Department of the United States and individuals with extensive quantities of live-oak timber, relying on the honor and integrity of the government in the protection of his land rights; that, in order to enjoy the commercial advantages secured by the treaty to the trade with the colonial possessions of Spain, he established a commercial depot on his premises. Congress passed a substantial reorganization of the Department of Energy (DOE) in Title 32 of the National Defense Authorization Act for Fiscal Year 2000 (P.L. 106-65). The legislation created a new semi-autonomous agency within DOE, the National Nuclear Security Administration (NNSA), with responsibility for the nation's nuclear weapons, non-proliferation, and naval reactors programs. Congress took this action in response to a major espionage scandal, decades of documented mismanagement at the Department, and numerous reports and studies that detailed weak management, confused lines of authority, and lack of mission focus within the Department's military nuclear programs. A Special Oversight Panel on DOE Reorganization was created to work with the NNSA on the timely and effective implementation of the DOE reorganization mandated by the new law. The Panel has a number of concerns with the implementation plan. Key among them is that the plan overemphasizes DOE control over the NNSA, undermines the semi-autonomy of the NNSA, and would violate key provisions of Title 32. It would place DOE personnel and officers in key NNSA positions by "dual-hatting" them. The plan would also retain DOE management and budget processes, organizational structures, and lines of authority that the Panel believes to be flawed and that Title 32 was intended to reform. The implementation plan provided no guidance concerning budget reforms required by Title 32 or use of tools to restructure.

Two 8.5x11 inch sheets of Congress of the United States stationary stapled at upper-left corner, two fold creases for mailing. Four paragraph letter to the Director of KQED & KQEC in San Francisco explaining the Congressman's reluctance to support the renewal of a broadcast license for UHF Public Radio station KQEC due to reports of that station denying equal opportunities for LGBTQ and Asian American groups to have access. Burton also notes on last page that he was dismayed by the documentary of the last days of an AIDS patient aired on KQED. KQEC struggled on until 1991 when it finally went dark.

From Wikipedia: "The Hennepin Canal Parkway State Park, also just called the Hennepin Canal, is an abandoned waterway in northwest Illinois, between the Mississippi River at Rock Island and the Illinois River near Hennepin. The entire canal is listed on the National Register of Historic Places. Opened in 1907, the canal was soon abandoned because of railroad competition. It was resurrected in the late 20th century as a recreational waterway. Its former name was the Illinois and Mississippi Canal. The main canal length is 75.2 miles (121.0 km), and its feeder canal is 29.3 miles (47.2 km) long. The state park spans five counties (Rock Island, Bureau, Henry, Lee and Whiteside) and is 104.5 miles (168.2 km) long. The Hennepin canal was first conceived in 1834 as a connection between the Illinois and Mississippi River, but financial problems in the state delayed many public works projects. Pressure for transportation that was cheaper than rail convinced Congress to authorize preliminary surveys on the project in 1871. Construction began in 1892 and the first boat went through in 1907, reducing the distance from Chicago to Rock Island by 419 miles (674 km). While the canal was under construction, however, the Corps of Engineers undertook a widening of the locks on both the Illinois and Mississippi Rivers. The new locks on those rivers were twenty and forty feet wider than the canal locks, making them obsolete before their initial use." Fair. No dust jacket. Removed from a bound volume.
