As the story was unfolded in the winter of 1945~46 before the Congressional Joint Committee investigation, it seemed to be of compelling dramatic interest in itself, quite aside from its political, diplomatic and military significance. It was, however, obscured by the very masses of evidence which were produced as well as by the political and other controversies which centered around the investigation. It seemed worth while to take the great wealth of material which had been made available and reduce it, as fairly and dispassionately as possible, to an ordered account of what actually happened and why it appears to have happened as it did. This is what I have here tried to do. This book maintains no thesis; it is motivated by no impulse either to attack or to defend any of the many characters involved. I have done my best to let the facts speak for themselves.".
