The Preface to this fictional biography describes "the life and adventures of a Democratic Missionary, sent from the Metropolitan See of Sedition and Murder at Paris, to propagate their principles in a neighbouring country." It warns of Le Noir's "itinerant gang," all of "the tribe of Shylock," whose "political cant" attempts "to equalize the property of every one."
