Leather covers have nicks, rubbing everywhere, and fraying at the top of the spine, etc. Page edges gray from age and a number written on the bottom edges. Fly leaf has seven lines of writing about the book's contents, and an old price, all in pencil. This is vol. 9 in this two years' session, covering subjects 105 to 124. It contains letters or messages from President Lincoln, from the secretary of the army, secretary of the treasury, secretary of war and many others. Subjects include budgets for Indian reservations, railroad commerce, New Mexico land claims, census (the 8th), officers for the military, exchange of prisoners during the Civil war, etc etc. More than 300 pages.
