Moch also assumed that France would never be the aggressor in a war of the future. Militarily, French expansionism in Europe would have been foolhardy. In addition, on the high seas, Franc should never undertake a major naval war. That would be sheer folly for a number of reasons, not the least of which was the far greater power of Britain and the fact that the British were excellent customers of French products . Fils d'un officier de carrière juif, et père du dirigeant socialiste Jules Moch, Gaston Moch (1859-1935) commença son parcours comme polytechnicien (il fut d'ailleurs le condisciple d'Alfred Dreyfus) puis comme capitaine d'artillerie ; mais, en 1894, il démissionna de l'armée et se consacra à la propagande pacifiste en prônant l'entente franco-allemande et la défense des droits de l'homme. Ce titre s'insère dans ces convictions, et s'appuie sur deux développements d'un grand intérêt : la critique les projets de loi voulant introduire le service militaire de deux ans ; l'expérience donnée par l'armée suisse (à laquelle est entièrement consacrée la deuxième partie, pp. 139-286).
