Apparently it was donated to JTSA and was sold off before it was even cataloged since the library already had a complete set. The author, David Zvi Hoffman (November 24, 1843 - 1921) was an Orthodox Jewish Rabbi and Torah Scholar. Born in Verbó in 1843, he attended various Yeshivas in his native town before he entered the college at Pressburg, from which he graduated in 1865. He then studied philosophy, history, and Oriental languages at Vienna and Berlin, taking his doctor's degree in 1871 from Tuebingen University. His rabbinical training was at the hands of Rabbi Moshe (Maharam) Schick and Azriel Hildesheimer. David Hoffman occupies a very interesting position in the Wissenschaft des Judentums movement of the 19th century and was in some ways the prototype of the contemporary Orthodox Jewish scholar, facing the ubiquitous tension between faithfulness to tradition and the demands of critical inquiry. He employed the critical scientific method to the Talmud and wrote about the history of the development of the form of the Oral law. Despite his worldly inclinations, he was an original member of the more traditionally oriented Moetzes Gedolei HaTorah (council of great Torah sages), and was also known to be a person of great moral conduct and piety. Hoffman was the leading authority on traditional Jewish Law (halacha) in Germany in his lifetime, an expert specifically in the area of Midrash halacha (legalistic Biblical exegesis).

The books are heavy so shipping them out of the United States would be costly. In volume 1 the title page gives the year as 1906, but the Hebrew title page states 1910.

The Mekhilta of Rabbi Simeon ben Yohai is "a halakhic Midrash on Exodus from the school of R. Akiva , which is attributed to R. Simeon b. Yohai because of his exposition at the beginning of the book. . This Midrash was subsequently lost, and only portions were found by modern scholars. Meir Freidmann (Ish Shalom) was the first to collect the quotations from MS that were known in his time, and his list was augmented by a number of items by Hoffmann in his pioneering study of the tannaitic Midrashim. Israel Lewy then discovered that large portions of the Midrash had been cited by R. David ha-Adani in Midrashha-Gadol on Exodus, and Schechter published a few fragments from MS itself that he uncovered in the Cairo Genizah. The first edition of MS was published by Hoffmann (Frankfurt, 1905) , based on Midrash ha-Gadol and a small number of Genizah fragments identified by Schechter. " - 2008 EJ.
