Dickinson, With kind regards, Horatio King, Washington, April 22d 1896." King (1811-1897) served as Postmaster General of the United States under James Buchanan. In January, 1861, while serving as Acting Postmaster General, King was questioned by a member of Congress from south Carolina with regard to the franking privilege. In his reply, King was the first to officially deny the power of a state to separate from the Union. He was then appointed Postmaster General, serving from 12 February 12 until 7 March 1861. During the war he served on a commission facilitating the Emancipation Proclamation in the District of Columbia.
