Generalsekret�r des parlamentarischen Untersuchungsausschusses f�r die Schuldfragen des 1. Weltkriegs u. Leiter der Reichstagsbibliothek. In "Volksgericht" formuliert er seine Kritik am Fehlen eines offensiven revolution�ren Geistes und der �berlassung des Begriffs der Nation an reaktion�re, gegen die Republik agierende Kr�fte. 1933 landete das Buch auf der schwarzen Liste, sp�ter auf dem Scheiterhaufen der Nationalsozialisten.- Einband besto�en u. etwas lichtrandig.
