Since 1991, however, he has been relentlessly pursued by Lawrence Walsh, the Iran-Contra Independent Counsel, for his actions in Nicaragua. Here, he claims that the Office of the Independent Counsel has a created a separate legal system with its own rules, and is dedicated to finding victims rather than doing justice.
