Galtung views violence and oppression as a widespread symptoms of obsolete political structures - both capitalist and socialist. In this place, he describes a pluralistic, decentralized world, composed of diverse, interacting, self-reliant units with no built-in need to exploit one another. He suggests that nonterritorial organizations (such as the United Nations) increase in number in order to correct tendencies toward injustice, and, finally, he recommends a world central authority that could articulate the demands of countries and solve problems and conflicts through limited jurisdiction in energy, disarmament, and other areas.
