PreSchool-Grade 1 Two friends, ``a frog named Fred and a turtle named Ted,'' stick together as torrential rains change their cozy puddle to a pool, then a pond, a lake, and finally a sea. The rain stops just when they wish it would, and the waters recede to puddle size again. Energetic full-color pictures fill the pages with the storm-tossed duo, bounding waves, and such antic touches as a platoon of ducks bearing umbrellas and a jolly-faced sun beaming. Young listeners may enjoy pointing out details that go unobserved by the two friends, who see only water and more water. But the dynamic here is motion, not change, and for all the activity, not much really happens. Focus of meaning and spirit eludes, and the language lies unremarkable both in word and cadence. The opening phrase ``once upon a time'' sets up an expectation for a classic development that isn't delivered, and the character growth that conventionally results from a circular journey doesn't happen here.
