Paul focuses on the development of the mining industry, which he believes was the primary factor in encouraging settlement in the West. The development of cities and improvements in transportation and agriculture are viewed as responses to the needs of the miners. Only the Mormons are not placed into this framework. Although one can disagree with Paul's view, it does serve as a means of organizing and interpreting a large mass of historical data, which Paul does very well.
