Hartmann sets the politics of population control in a broad historical and international context, and she argues persuasively that these programs are motivated by the needs of the wealthy, not the poor. Incentives for abortion and sterilization are used coercively; attendant medical care is inadequate; the safest contraceptive methods are not made available. Moreover, the programs are not successful. Fertility rates decline when mortality rates fall and when women have other options, conditions brought about by social and economic reform, which the author recommends.
