About the Author

L. David Minsk was with the U.S. Army Cold Regions Research and Engineering Laboratory (CRREL) of the Corps of Engineers for 34 years, and was program manager for snow and ice control for the 6-year Strategic Highway Research Program (SHRP). He is now a consultant for CRREL, other government agencies, and several industrial clients.
