C. Richard Tindal, Ph.D, has been teaching, researching and writing about government for more than 30 years. He was a professor of government at St. Lawrence College, Kingston Campus, from 1969 until his early retirement in June 1998. It was for a course at St. Lawrence College that he wrote the first edition of A Citizen's Guide to Government. He has written two other texts (on local government), a dozen training courses and manuals, and numerous articles on government and management. As president of Tindal Consulting Limited, a firm established in the early 1970s, he has conducted local government restructuring studies in several areas of Ontario, designed and delivered training seminars across Canada, and continues to undertake consulting and writing projects in his "retirement".
