Michael Mandelbaum is director of the Project on East-West Relations at the Council on Foreign Relations and Christian A. Herter Professor of American Foreign Policy at the Paul H. Nitze School of Advanced International Studies at Johns Hopkins University. His previous books include Sustaining the Transition: The Social Safety Net in Postcommunist Europe (CFR, 1997) and The Dawn of Peace in Europe (Twentieth Century Fund, 1996).
