Preface - Heinrich Hertz's great paper on the "Fundamental Equations of Electrodynamics for Bodies at Rest" has served as model for my lectures on electrodynamics ever since my student days. Following this example I proceed in Part I from Maxwell's equations as an axiomatic basis, expressed not as with Hertz, in the coordinates and in differential form, but in vectorial integral form. In Part II the serveral classes of phenomena, in static, stationary, quasi stationary, and rapidly variable fields, are driver from these equations, as in Hertz's paper.
