At its head, Roosevelt appointed New York Mayor Fiorello La Guardia; First Lady Eleanor Roosevelt became assistant director. Yetwithin a year, amid competing visions and clashing ideologies of wartime liberalism, a frustrated FDR pressured both to resign.
